چکیده

Creation of an internal market for renewable electricity will involve a political negotiation process, similar to previous EU greenhouse gas negotiations. The Energy Ministers in the EU have agreed on an overall target of 22% of electricity supply from Renewable Energy Sources (RESE) and a distribution of targets over the individual Member States. The REBUS project provides insights in the effects of implementing targets for renewable electricity generation at EU Member State level and the impact of introducing burden sharing systems within the EU, such as a Tradable Green Certificate (TGC) system. Member States can participate in such burden sharing systems to reduce the costs of achieving RES-E targets. The project concentrated on the development of the REBUS model, which quantifies the impact of trade (in green certificates, quotas or targets), the specification of cost potential curves for renewable electricity options in each of the 15 EU Member States and the implementation of different rules to setting targets at individual Member State level. In addition, utilities and consumer organisations were interviewed on their requirements and expectations for an international burden sharing scheme.

Emission Trading vs. Renewable Energy Technology Promotion for Ghg Control in the European Union – Effectiveness, Economic Costs, and Security of Supply

Policy instruments for GHG abatement may follow different strategies. Two prominent distinct strategies that are also part of the EU climate protection approach are market oriented cap and trade regimes and support schemes for carbon free generation technologies. The two strategies differ in their impact on the energy system and thus in effectiveness of abatement, in economic impact, and in con...

The European Dimension of National Renewable Electricity Policy Making - An analysis of the Dutch experience

Last year’s adoption of the Renewables Directive has provided an important stimulus for EU Member State governments to increase their renewable energy policy efforts, stipulating indicative targets for the consumption of renewable electricity in each of the Member States. This paper uses the recent experiences in the Dutch green certificate market to illustrate the possible interactions between...

ADMIRE-REBUS: Modelling the European market for renewable electricity

ADMIRE REBUS is a dynamic simulation of the international market for green electricity. It pays explicit attention to trade barriers, discriminative support policies, risks and other imperfections that are inherent to a market in transition. The model matches national supply curves (based on costs and potentials) with policy-based demand curves in a way that takes into account the discriminativ...

Analysis of implementation of Tradable Green Certificates system in a competitive electricity market: a game theory approach

This paper investigates three models to implement Tradable Green Certificates (TGC) system with aid of game theory approach. In particular, the competition between thermal and renewable power plants is formulated in three models: namely cooperative, Nash and Stackelberg game models. The price of TGC is assumed to be determined by the legislative body (government) which is fixed. Numerical examp...

Evaluation of Energy Storage Technologies and Applications Pinpointing Renewable Energy Resources Intermittency Removal

Renewable energy sources (RES), especially wind power plants, have high priority of promotion in the energy policies worldwide. An increasing share of RES and distributed generation (DG), should, as has been assumed, provide improvement in reliability of electricity delivery to the customers. Paper presented here concentrates on electricity storage systems technologies and applications pinpoint...
